Hot Spot Circulation Policy

Spencer County Public Library Wi-Fi Hotspot Policy

The Spencer County Public Library has established a Wi-Fi hotspot lending program to provide patrons in our community with high-speed internet access. With this program, students can use the internet for help with homework and projects, employees can travel with reliable internet access to meetings, and patrons can have home access to the library’s digital resources such as E-Books, databases, and streaming music. Patrons can take advantage of our Wi-Fi hotspot lending program with a Spencer County Public Library card.

The library is not responsible for any liability, damages, or expense resulting from the use or misuse of the device, connection of the device to other electronic devices, or data loss resulting from the use of the device. Any use of the device for illegal purposes, unauthorized copying of copyright-protected material in any format, or transmission of threatening, harassing, defamatory, or obscene materials is strictly prohibited.

Spencer County Public Library cardholders ages 19 and older, with a library account in good standing for a minimum of 90 days, are eligible to borrow Wi-Fi hotspots. A library account in good standing is one not blocked due to unpaid fines, lost materials, or repeated late returns of electronic devices. Checkout is limited to one per household at any given time. The library reserves the right to refuse service to patrons who abuse or tamper with the equipment, are repeatedly late in returning electronic devices, or are verbally abusive to staff.

Hotspots may be borrowed for 14 days. To prevent damage, they should be returned to the Circulation Desk and not to the book drop. Devices returned in the book drop will result in a

$10.00 fine. If the staff discovers damage to the device, repair or replacement costs will be added to the patron’s account. The overdue cost is $5.00 per day, up to the total cost of the item. Any returned device must remain in the library for 24 hours before a patron or another patron living in the same household may check it out. If borrowers do not return a hotspot, they will be charged a $155.00 replacement cost, and their borrowing privileges will be revoked. If the patron returns the hotspot within a reasonable time, the charge will be removed, but not the accumulated fines.
